FONAES modus operandi is described in 8 steps:
1. Public Call. FONAES publishes an opening call for the reception of support applications in the different gamma of programs.
2. Receiving applications. Federal Representatives receive the applications and verify that they meet the requirements set forth in the Rules of Operation.
3. Evaluation of applications. (See steps for the evaluation of applications).
4. Prioritization of applications. The Federal Representatives prioritize applications with positive views of source, based on: budgetary ceilings set in the Annual Operational Program (POA), sorted from highest to lowest, according to the grade earned in the social rates of return (IRS).
5. Approval of applications. The Regional Technical Committees or the National Technical Committee authorize requests for support.
6. Legalization and delivery of resources. The Federal Representatives legalize and deliver the resources, by the signment of an agreement after the review of budget availability.
7. Affidavit of the rightful application of Federal resources. The recipients or beneficiaries will check and deliver to FONAES, no later than in 60 laboring days after the delivery of the resources, copies of the documents that meet the department of treasury requirements related to the correct application of the resorces involved in due time.
8. Follow-up support provided. The Federal Representatives will follow up on supported projects, making two inspection visits for the progress and development verification of each project, within one year from the verification of the correct application of the resources. On this basis, the representatives may recommend actions and promote further business and commercial development.
